President Donald Trump has warned the U.S. would impose “secondary tariffs” of up to 100 percent on Russia if a peace deal to end the war in Ukraine is not reached within the next 50 days.
During a meeting with North Atlantic Treaty Organization (NATO) Secretary General Mark Rutte in the Oval Office on July 14, Trump expressed his growing frustration with Russian President Vladimir Putin over the lack of progress toward a ceasefire, saying he had expected a deal months ago. He then suggested that the U.S. would begin enforcing tariffs as high as 100 percent on nations that continue purchasing Russian oil.
“I’m disappointed in President Putin, because I thought we would have had a deal two months ago, but it doesn’t seem to get there. So based on that, we’re going to be doing secondary tariffs. If we don’t have a deal in 50 days, it’s very simple, and they’ll be at 100 percent, and that’s the way it is. That can be more simple. It’s just the way it is. I hope we don’t have to do it,” he said.
The proposed secondary sanctions would target countries such as China, India, Brazil, Turkey and Germany, all of which remain significant buyers of Russian petroleum products. The penalties would effectively double the cost of imports from those nations, unless they significantly reduce or halt energy trade with Moscow.
“I hope we don’t get to the point where we do, but I’ve been hearing so much talk. It’s all talk. It’s all talk. And then missiles go into Kyiv and kill 60 people,” he said. Trump then accused Putin of deception and failing to live up to negotiations aimed at ending the war. (Related: Trump’s tariffs will create millions of jobs.)
The ultimatum sets a de facto deadline for diplomacy, with Trump warning that if a ceasefire deal is not in place by mid-September, the penalties would go into effect.
Aside from imposing “secondary tariffs,” Trump also announced a significant expansion of U.S. military support for Ukraine, confirming that the United States will provide additional arms to Kyiv through NATO allies, who will purchase the weapons and oversee their transfer.
The new approach, coordinated by U.S. Ambassador to NATO Matthew Whitaker, seeks to accelerate battlefield deliveries without direct U.S. shipment. Under the new framework, NATO allies will finance the purchase of “billions of dollars worth of military equipment,” which will then be distributed to Ukrainian forces. Trump emphasized that the process would be fast-tracked and that the coordination through NATO would ensure supplies are delivered directly to the front lines.
The weapons transfer aligns with NATO’s recent push to increase defense spending among its 32 member states. Earlier this year, the alliance adopted a new standard requiring members to invest at least five percent of their GDP in defense, significantly up from the long-standing two percent benchmark.
Trump also expressed hope that increased NATO military assistance and rising defense investments would pressure Putin to reconsider his strategy.
